Legislation has always been ineffective for making these kinds of changes. It really comes down to human nature. People are going pursue solutions that are convenient and efficient. If you look at fossil fuels, they're cheaper and effective for everyone. If alternative cleaner energies can't economically compete with fossil fuels, then it's hopeless to reduce carbon emissions without economically screwing everyone over.
