I'm not 100 about this, but i believe this song is about the general subtext of cocaine use in ZZ top's 80s albums. Specifically i think it's about sniffin the white stuff and getting horny…. that or it's just silly absurdity

As a child who was first taken to a ZZ Top concert in 1979, I find the guitar a little too muddy; other than that, it would fit perfectly on any album between El Loco and Recycler. I would have used the batshit crazy Rough Boy video just because.
