We knew 12 years ago, and didn't care then, as we still don't care about the violation of human rights in China now.
The murdering of student in Hong Kong, the internment of 1 mio. uyghurs in camps used as slave-labor, the militarization of neutral waters they claim as their own and the daily threats against the sovereign nation of Taiwan.
China was and still is a fascist kleptocracy and our lack of actions have shown dictators around the world, that we really care more about money than democracy and freedom, and this have set a frightening precedence that we still haven't grasped.
