Dude was given a dream; 55 million to produce a TV series. Something so many people would kill for. And, if true, likely ended up with a prison sentence because he wasn't grateful enough.

The smarter move would've likely been to actually finish "White Horse", or at least have it in a state where it could be completed extremely quickly and cheaply, and then try to milk Netflix for extra cash to "finish production" or "pay for reshoots" while you have a product ready to be delivered in case somebody higher up starts asking questions.
Not that I'm ever going to try that. I rather like not doing 20 years for wire fraud. And after this incident I imagine Netflix will be a lot more vigilant.

Detective Conan is one of like top 5 best selling manga of all time, with tons of popularity in Asia. Memes, parodies and the likes. Losing to a cultural mainstay like that is not an embarrassment.
