    Yep. Intelligence created to support a plan for personal gain. Not plan supported by intelligence. GW 1 , Somalia. If the HUMINT collected did not support the plan it was not sent up. “General does not want to see this, it is wrong.
    “. Then SCI would modify HUMINT reflecting the desired intel.
