I doubt the diesel is "a low hum." Especially if they were right next to it. Have you ever heard a diesel with "a low hum?" Then 20 seconds later you say the diesel is "a roar." The only feats of building a submarine is to keep it in secrecy and have the money to build it. But Crossing the ocean is fairytales as it would need to be like 50 meters long. Unless someone is filling it in the middle of the ocean.

The narco submarine idea started after the fall of the Soviet Union which in the following years left many naval engineers jobless. The first subs were actually designed by Russians and built under their tutelage. Narcos employ the services of chemists, pilots, engineers, etc, they are the best paying option to many a professional.
