He can promise anything, any amount, but it is only a crime if he PAYS OUT.
He will never pay out, has no intention of paying anything. It's a lie.
When a candidate says a one-off payment will be given only "if" an individual votes for them (so they win), this crosses the line into criminal vote-buying [18 U.S. Code § 597]. 18 U.S. Code 597 makes it a federal crime to buy or sell votes, such as using expenditures as an incentive to sway someone's vote or decision to vote.

Didn't they get really really mad when Biden did the 2k covid stimulus checks? I heard about that for a couple of years after biden did it. And again when biden tried to get rid of the predatory interest rates on student loans. But trump can pay out cop beating traitors to the country. Guys, were not winning them over.
