Something similar happened to me. In the 80s, some elder friends of ours had bet on horses and horse racing. And they bet that the horse would show which, in this case I think, meant the horse was coming in third. But they’d win if the horse came in first second or third.
They said nope the horse came in first and we didn’t win and they threw the ticket out.
We picked it up and won $100 which we gave back to them but they could not understand what the heck was going on.

i thought the joke was that he "won" negative 20k, meaning he now owes them 20k, but then maybe i'm wrong.
is the joke that he didn't really "want" to win, rather he just wanted the thrill of scratching it off?

The trick is to scratch the prize first and then if it's negative you give it to someone else as a birthday present, then they have to scratch it otherwise it'd be rude and it's legally bound to them.
