It was called a Bi-Level in Oklahoma barber shops in the Billy Ray days. you mention Hulk Hogan and his skullet but early 90s Professional Wrestling (especially Atlanta's WCW but New York's WWF had them as well) on cable were the real place you saw them in their full glory on television.

In Poland in the 90's/early 00's; mullet was called "Czeski piłkarz" which literally means "czech football player". But now this term seems to be forgotten.

I feel that in the southern hemisphere, for example in Colombia and as far as Australia, the mullet became a thing during the 80s due to football and rock bands, and then it never really went away. All during the 2010s it survived in a type of semi mohawk situation, staying even more relevant than the hipster bullshit. It has always been associated with manliness, football and drug dealers or thugs, and way before the pandemic it came back to Colombia thanks to reguetton and techno artists. The mustache however, that probably did come from the internet after pandemic lol
