The race for superior computational is going to continue and it always comes down to a strategy of defense over offense if trying to preserve life. Humanity has shown that those in Power create systems of design to hold power no matter the chronology one chooses to look at in history. Cultural shift is the only possible path that doesn't leave the whole world dead. Higher purpose with the competitive discipline like sports, good ole fashion best be the best but do not use winnings to grow next advantage but redefine the next cause for humanity. If a population base of a triangle was to have the say, we could agree but the decisions seem to rest with a few. The world grows tired of always having the few deciding the many and all for Power. To stop this path we need a unifying world structure in which all nations choose this path and we go after only those who desire Power over Humanity. Ending duality is important as well.
