I should point out that Giuliani’s knighthood is honorary. Since he isn’t the citizen of a British or Commonwealth state, he is legally ineligible to call himself Sir Rudy Giuliani

People create "heroes". When Christchurch was rocked by a deadly earthquake the then mayor turned up for photo ops in a high vis jacket and was lauded for it. He was not a bad guy but also there was nothing heroic nor remarkable about wandering about the city in a hi-viz jacket – the sainthood was created by the media.
