The power of Constitutions is that they are general guides. They shouldn't have to be changed for specific issues. Just like marriage, abortion should no be in Constitutions.

I will add that expecting employers to "choose" to cover parental leave is a joke. A parent joins a company 6 months pregnant. You think they're going to cover that care window? What about if it's someone's wife? This should be obviously publically covered population wide.
