The slush fund is just a rework of his original scam, what is really going on is he was going to have the loyalist he put in settle the case and hand him the billion dollars he wanted, but since everybody noticed and started creating pressure, aside from what they describe "why" he can't do it, his loyalist doesn't want to go to prison after trump is gone, and so Trump cooks up this modification to his scam, now that his orig scam can't happen now, he pretends it still is just so he can pretend that he's working from a position of power claiming he'll drop the lawsuit [that he can't do] IF they make the slush fund instead, and with it being obfuscated so they can't follow the money, this is likely a reworking of his scam so he'll have one of his criminal friends get the money, they'll take a small cut and hand the rest off to trump, and he'll get all the money he wanted, and that way nobody gets to know that he got the money, and the loyalist he put in won't face prison time.
He has already scammed Billions for himself while in office, this would just be another B$ in his pocket.
He does not really care about public opinion short of how it can be legally used against him [he doesn't otherwise need them anymore].

The rampant corruption of Trump and his coterie of infernal sideshow freaks infuriates me – and I'm AUSTRALIAN! I can only imagine how Americans must feel (good, sane, decent Americans that is, not those depraved brain-dead MAGA fucknuckles who support that human canker sore). Trump plans on getting his ICE-Proud-Boys Army to eliminate tens of thousands of protesters this Fall in order to justify using the Insurrection Act to delay elections indefinitely. This should be obvious to everyone. The release of the complete, unredacted Epstein Files will show that Trump is as guilty as Epstein.
