3:00–3:30 Kind of like in Germany, there's the Harburg County in the state of Niedersachsen on the border with the city state Hamburg. It's named after its former capital Harburg, which is now a Hamburg borough, so the the former capital of Harburg County isn't even in the same state anymore.
