The actress playing Victoria is Jenna Elfman. She was in a popular late 90s-early 2000s sitcome called Dharma & Greg. She was in a bunch of terrible films, but I don't think she's made a film in over a decade.

I remember watching this movie when it came out on VHS in the 90's and I don't remember it feeling racially offensive, I just remember it being painfully unfunny.

I'm not through with this yet, but I've got something to say.
I already lost my respect for Natasha Lyonne by the time I started watching. Just one bad decision after another, none worse than making rape jokes in "Addicted to Fresno."
But knowing she was in this movie made me die inside. And seeing her made up in full-on blackface was the point of no return. Not only is she dead to me, but now I can't fathom why I ever liked her in the first place.
The rape jokes couldn't do it. Being in last year's unnecessary Smurfs movie couldn't do it. "Krippendorf's Tribe" well and truly ruined Natasha Lyonne for me, forever.
