I went with
Zombie – The Cranberries because it's stuck in my head and very un-American (-2284)
I'm Outta Love – Anastacia because she's American and for some reason never did well back home (-1505)
Alors On Dans – Stromae because Americans don't listen to non English songs and he is huge (-966)
Honorable mention: We Were All Wounded At Wounded Knee – Redbone because this amazing song based on a real historic event was banned but did reasonably well in Europe (-289)

I just began watching the video so I dont know if they get mentioned, but I'm always baffled that in the states a-ha is considered a one hit wonder. So I'll vote for crying in the rain, manhattan skyline, lifelines, I've been losing you, or any other of their hits.

To answer your question about gym music, I think the problem is partly that the charts are a bit broken now.

This would have been a lot easier if you guys just said "Cliff Richard" and moved on.
That guy had five decades of international hits with almost nothing in the states.

Definitely thought "Papaoutai" or "formidable" by stromae would make it onto the top 10 for 2010's. Or "Est-ce que tu m'aimes" by GIMS.
They were huge at one point, I know because I'm not francophone

Wait. There are other countries in the world besides the United States? Why am I just learning about this now? Also, “Hung Up” is a bit of a banger. My first experience with that song was while going through a giant mirror maze in Pigeon Forge, Tennessee. The mirrors were mirrory, the music was LOUD, and I was beginning to have a bit of a panic attack that I might not get out. Happy news: I did make it out ok. Thanks Madonna! Also, thanks to Mr. Bowie for “I’m afraid of Americans.” It also bops.

I've got to be a couple hundred of those YouTube views for faded, it's been on my shower playlist since pre-covid . And dang, I've got some really un-American music tastes. Rag'n'bone man's human, tom odell another love, and while I never knew of hung up, I absolutely love gimme, gimme, gimme from abba.
