Note on Ukraine not being allowed as part of Europe since it is a bit misleading:
EU=European Union and Europe are not 1:1. There are a set of criteria you have to fill to be an EU-member, such as having your finances in order, documented democracy etc.
Not being an EU member does not mean that you are not in Europe (look at Norway or Iceland, who is considered a part of Europe, just like we do Ukraine). In order to meet these criteria then many structural changes are needed in a country, and it is therefore expected to take a very long time. The EU is not known for bypassing rules. 😅

So if a country is not in the EU, they will have to do a lot of work on their own to set up agreements themselves. (Norway are for example, a part of the Nordic union)

Besides that then EU have historically been a non-military union meaning that what each individual country does is their own thing (we see a change happening here) though many countries are indeed a part of nato, making the lines blurry. 😬
