In the head at the base of the skull to kill it, it has to punch it because it has to kill the pigeon as fast as possible, and punching it is the fastest way that also protects it's class and the bones in it's foot from breaking, which is what would happen if it just tried to grab it as i t dove past. So there ya go. Peregrine cannot even get close to a pigeon if it does as fast as possible in a area the line.
