Juval Aviv says Dick Cheney recruited him into a circle of powerful current and former officials who commissioned missions the elected government could not officially authorize. Aviv calls this group the shadow government. Its members, he says, included people from the White House, intelligence services, and the highest levels of American power who believed Congress would move too slowly or refuse the operations entirely.

The arrangement was built around deniability. Aviv says he accepted a mission, chose the method, and received no protection if it failed. If he succeeded, the people who hired him would read about the result in the newspaper. If he failed, they could dismiss him as a rogue actor. Some assignments involved locating hidden nuclear facilities and scientists in Iran, work that required people on the ground rather than satellite photographs. Others, he says, involved making enemy figures disappear outside the United States.

Aviv’s authority comes from a career he describes as moving through three worlds: leading the Mossad team that hunted the Munich massacre planners, consulting for the FBI for 14 years, and building an international asset-recovery firm that traced money hidden by fraudsters and Russian oligarchs. He says Cheney knew both his operational background and his ability to find people and money across borders.

The most unsettling claim comes when Danny asks whether the public government is merely a show. Aviv says retired presidents, former CIA figures, and active officials met privately and made decisions while the Pentagon and White House often learned about operations only after they ended. He names Cheney and George H. W. Bush as examples of the caliber of people he encountered, while stressing that his account reflects only the assignments and meetings he personally saw.
