There is no mystery here. Earlier in the year the U.S.S. Vincennes, Commanded by Captain Rodgers Jr , shot down Iranian Flight 655. A passenger airliner with 290 innocent people on board, killing all of them. Captain Rodgers wasn't arrested or even tried for the crime. Instead he was transfered to teach tactics at Annapolis Naval Academy. He was also awarded the Legion of Merit medal.
The Iranians not only saw there would be no justice, but also the American government considered it "Meritorious" to kill innocent Iranian citizens. So, in December Pan Am Flight 103 exploded above Lockerbie.
Iran is the place of Hammurabi's Code; Eye for an Eye, tooth for a tooth ………..Plane for a plane.
The Iranians got justice killing 270 innocent Americans, for the 290 Iranian citizens America killed.
That is why this happened. The terrorists in this case was America.
