New plan for the citizens of US, homeless to also have a fresh start so the homeless crisis can be put to an end and when the homeless can finally have a opportunity to have help to find a job for them and have plenty of time to make enough money for rent for 6 months or a year, finally if any chance to want a roommate to help support each other is a okay idea for a everyone to have.

Unfortunately, US prisons are bad for the mental health of their prisoners. They are not designed to rehabilitate. Also, there will be many people who would be released that were JUST imprisoned. As well as so many of them will probably need a large amount of money to survive and might need to steal to survive without it. There are definitely some people that will commit violent crimes given the chance no matter what. It is not worth trading many innocent lives to find out which ones those are. Also, the police having more work is not good. It means they are stretched thinner and it doesn't really benefit them or anyone.

The president can only pardon federal crimes, so state prisoners wouldn't be released.
And Trump basically did this with almost all Jan 6 criminals so you have something close to a real life example to study.
