easy fix: don't let anyone govern older than 69, or weigh in with their opinions or ideas. If we need obstructionists we can draft the elderly into such programs; but since we're trying to solve problems, we don't need them strong-arming profits for themselves from the scenario

This may appear to be a silly sketch, but there is some real truth in it, especially when it comes to negotiations that are intractable or neither side really wants to be in. Both sides will take every opportunity to go off on tangents and not focus on the issue at hand. Be it corporate negotiations or government-to-government. And we wonder why conflicts seem to go on forever.
