Dog owners need to keep their animals out of other people's yards.
I had a neighbor whose dog would come over and drop a deuce by my front door…or would scatter the trash in the trashcan all over my yard.
I picked it up and mentioned it to him..he laughed …the next time it happened I went over and informed him that he had to come clean up his dogs mess…the dog quit doing it after that…we remained cordial…the dog was not allowed to roam freely from then forward.
Talking to your neighbor about a problem usually works. If not, call the the local pound and have dog picked up and put in the facility. Document the incident with pictures and video if possible. It is solid evidence of the dog being a nuisance.
