The issue here is that tRUMP never actually bothers to vet his selections for his cabinet. As soon as he appoints someone, he's boasting and bragging about how qualified they are. How great a person they are, and how he's the only POTUS who's picked such high quality people.
And as soon as it comes to light how unqualified they are, he immediately throws them under the bus, fires them, and feigns disappointment that they 'deceived him'.
