I agree with improving the system. I still find it a bit rash to "give him all the money he's asking for", you do not speak for me on those grounds. Throwing money at something, especially with the track record of the current administration, does not always result in improvement. There has been a lot of vague talk regarding plans to improve a lot of things…
The NextGen initiative has some good ideas and sentiments on the surface, but it is still our job to be critical of the potential impact of these updates. For example NextGen initiative on the FAA website discusses automation, advanced surveillance, and predictive AI. These could all possibly aid in making the skies safer, but what future problems/glitches are we neglecting, and what are the greater implications?
Also, we're rethinking how we use radio waves. Radio waves don't just transmit sound information, they can be used as a visual modality. The applications of this are endless and you know weapons and defense companies are all over it. One example, there's a system called Pulsar that uses AI to pick up all the radio frequencies in an area and create a detailed visual map of the sources. They can even track vessels that are actively trying to hide. Everything with an RF signal can be seen. I would say the preexisting tech isn't antiquated, it could comfortable work with our evolving understanding/new tech and improve air traffic control. This will not be the only application however, and for that we should be wary…

I got this in my feed after watching a video of Laguardia NY ATC guide a plane onto a fire engine. It unalived the 2 pilots. The passengers reported many minor injuries. Id never fly in the US airways.
